The Cabinet of Ministers has registered in the Verkhovna Rada three bills aimed at changing the taxation of vehicles imported into the customs territory of Ukraine. This was announced by the representative of the government in parliament Taras Melnychuk.

Although three bills designed to change the system of customs clearance of cars in Ukraine were agreed a week ago, their text has not yet been made public anywhere.. But this time more details became known, how the Cabinet of Ministers intends to regulate this area in the future..

So, according to Melnychuk, we are talking about bills No. 7466, No. 7467 and No. 7468. In general, they provide for amendments to the Tax, Budget and Customs Codes regarding the taxation of vehicles imported into the customs territory of Ukraine.

In particular, the first draft law proposes to change the existing system of taxation of cars. A new formula for customs clearance of a vehicle will be proposed, according to which the cost of a car will not be taken into account. The calculation formula will consist of the following indicators: age, engine type and size and exclusivity of the vehicle.

The same draft law will determine that at the first state registration in Ukraine, enterprises, institutions and organizations, regardless of the form of ownership, as well as individuals will be excluded from the list of payers of the fee for mandatory state pension insurance.

The second bill proposes to determine that the customs clearance of cars for their free circulation on the territory of Ukraine will be carried out on the basis of an electronic customs declaration submitted by the declarant through the Unified State Web Portal of Electronic Services. Customs clearance will continue to be handled by the customs authorities.

The draft also provides for the right for enterprises, when declaring second-hand cars and from the year of production of which more than three years have passed, to choose any form of declaring provided for by the Customs Code..

According to the bill, the order of services for state registration and re-registration of cars will be carried out by means of the Unified State Web Portal of Electronic Services. Certification of cars imported into the customs territory of Ukraine for free circulation will be voluntary and will be carried out at the request of the person importing such a car.

The third draft law provides that 50% of excise tax revenues from vehicles imported into the customs territory of Ukraine will be directed to the general fund of the state budget, the remaining 50% - to a special fund of the state budget.
