Minister of Social Policy Maryna Lazebna believes that Ukrainians who went abroad during the war are driven from their homeland not only by an understandable fear of war, but also by the search for social amenities. She stated this in her blitz interview with ZN. UA, commenting on the fact that two and a half times more people went abroad than remained in Ukraine.

" Here many motives are mixed. Some people are afraid to stay in any part of the country that has been attacked.. Especially with children. Perhaps this is the main factor. Some people do not want to live in rural communities, and it is there that there are enough free houses. And people willing to accept. Yes, and there are definitely other motives,"

At the same time, she admitted that one of these factors could be that the state cannot cope with temporary housing, or society often betrays its own people by renting out apartments at exorbitant prices..

" Not everyone will be able to live for a long time in the gyms of schools and in houses of culture, after all, this is transit housing. As for the rest, I think that society is passing its test, and the authorities are learning to quickly solve problems of this kind.. Both central and local,” Lazebnaya said..

At the same time, she drew attention to the fact that not every internally displaced person will be able to count on the same assistance from the state.. For example, Ukrainians abroad will not be able to apply for assistance as IDPs, although other types of social assistance and pensions will receive. And for help, they will need to register in this status in the country where they left.

Also, according to her, Ukrainians who returned to their pre-war place of residence will not be considered IDPs..

" Being in another state, they are registered there. In the vast majority of countries, they can receive support from their host states, including housing, health insurance, assistance and the right to work, and here it is clear that they cannot claim a living allowance as internally displaced persons, but they continue to receive other types. We do not stop these payments,"

According to Lazebna, as of April 20, 2022, according to data provided by the Ministry of Foreign Affairs, 4,231,503 people left the territory of Ukraine. Of these: 1,501,926 people under the age of 18; 2 245 796 - from 18 to 60 years old; 483 781 - for 60 years.

Recall that until February 24, 1 million 400 thousand Ukrainians were registered as IDPs in Ukraine..

The aggravation of the situation in the south-east of Ukraine provoked a second wave of evacuation of civilians.

At the same time, as ZN wrote. UA, issues related to IDP registration, housing, employment and adaptation are handled by different ministries.

From the beginning of the war, settlers were registered by TsNAPs and local authorities, entering data into the national register.

Literally before the opening day of " Only she could open the doors to the relevant state payments, as well as to humanitarian aid points..

IDP registration through Diyu, which was expected back in March, de facto started on April 19.

To date, the state does not have organized information about where, for what reasons and in which regions Ukrainians are moving..
