In accordance with the Constitution of Ukraine, citizens have the right to housing. This right is ensured by the development and protection of the housing stock, the promotion of cooperative and individual housing construction, the fair distribution of living space under public control provided as the program for the construction of comfortable housing is implemented, the provision of citizens, at their request, with monetary compensation for the housing they own for receiving for categories of citizens,.

According to the current version of Article 1, it reads as follows:.

" The right of citizens of the RSFSR to housing.

According to the Constitution of the USSR and the Constitution of the Ukrainian RSR, citizens of the Ukrainian RSR have the right to housing. Article 22 of the LCD “Public control over the provision of citizens with residential premises” is set out as follows:.

“Accounting for citizens in need of better housing conditions, establishing a priority for obtaining living space, as well as its distribution in the houses of the state and public housing stock are carried out under public control and with the publication of relevant information. Under public control and with the disclosure of relevant information, citizens who wish to join a housing construction cooperative are also registered, the priority for joining a cooperative is established, issues are resolved on the admission of citizens to members of the cooperative and the provision of residential premises to them..

In accordance with the legislation of Ukraine, state accounting of the housing stock is carried out according to a single system for Ukraine in the manner established by the Cabinet of Ministers of Ukraine.

Article 31 “The right of citizens to receive housing” has also been amended.

In the LCD of the Ukrainian SSR, it looks like this:.

“Citizens in need of better living conditions have the right to receive for use living quarters in the houses of the state or public housing stock in the manner prescribed by the legislation of the USSR, this Code and other legislative acts of the Ukrainian SSR. Residential premises are provided to the indicated citizens permanently residing in this locality (unless otherwise established by the legislation of the USSR and the Ukrainian RSR), as a rule, in the form of a separate apartment for a family..

According to the changes introduced by the law on de-Sovietization:.

" The right of citizens to receive housing.

Citizens who need to improve their living conditions have the right to receive for use living quarters in the houses of the state or public housing stock in the manner prescribed by this Code and other acts of the legislation of Ukraine.

Residential premises are provided to the indicated citizens permanently residing in this locality (unless otherwise established by the legislation of Ukraine), as a rule, in the form of a separate apartment for a family..

Citizens in need of better housing conditions are registered to receive residential premises in houses of state and public housing stock and are entered in the unified state register of citizens in need of better housing conditions, the procedure for maintaining which is determined by the Cabinet of Ministers of Ukraine.
