The State Financial Monitoring Service of Ukraine applied to the Luxembourg Financial Sector Supervision Commission (The Commission de Surveillance du Secteur Financier (CSSF)) for help in countering the criminal actions of the Russian Federation and the corresponding financing of terrorist acts and organizations by it. The corresponding letter is at the disposal of ZN. U.A..

" First of all, this concerns sanctioned persons and companies with Russian capital that conduct financial transactions and serve Russian capital,"

As a reminder, according to publicly available information, the Russian state-owned conglomerates Rosneft and Gazprom maintain ties with at least 75 organizations in Europe and the UK, of which almost half are located in Luxembourg.. At least 36 companies registered in Luxembourg are owned by either Rosneft or Gazprom.

After Luxembourg, the largest number of enterprises associated with Russian oil giants are located in Cyprus (26), the Netherlands (4), Germany (3), Ireland (2), Switzerland (2) and the UK (2).



Rosneft, which is subject to EU sanctions restrictions on credit and debt financing and a transaction ban, has 31 legal entities registered in Luxembourg, including the holding company Rosneft Holdings, as well as various private limited companies.

Gazprom faces the same sanctions restrictions as Rosneft. At the same time, the Gazprom group has five companies registered in Luxembourg. In particular, GazAsia Capital SA and Bank GPB International SA.

Both Rosneft and Gazprom occupy the top two positions in the ranking of Russia's largest state-owned companies in terms of revenue.
