On the basis of an open letter from the head of the association Nikolai Nikolayev, published in several Russian publications, including on September 20 in the newspaper Argumenty Nedeli, a personal inquiry was sent personally to Interior Minister Vladimir Kolokoltsov. With a request to verify the above facts and give a legal assessment of the activities of the Central Bank in relation to the bank "Ugra", the head of the Ministry of Internal Affairs addressed the head of the Ministry of Internal Affairs, first deputy chairman of the State Duma Committee for Civil Society Development, issues of public associations and religious organizations Ivan Sukharev. The text details each violation of the regulator in respect of the bank "Yugra", as well as "illegal actions" that led investors to the leadership of the State Duma. As a result, affected about 35 thousand Russians. In his message, the Union of investors draws attention to the actions of the Central Bank, which revoked the license from the lending institution, and calls on the Duma speaker Vyacheslav Volodin to conduct a parliamentary inquiry into blatant facts. The open letter also gives examples of violations, which, as noted in the text, cost investors a pretty penny. The amount of damage is estimated at hundreds of billions of rubles. The document stresses that the regulator violated the rights of citizens, which are guaranteed by Articles 8, 18, 35 and 53 of the Constitution of the Russian Federation, which is the basis for initiating a parliamentary investigation. Thus, Nikolaev asks Volodin to restore justice and stand up for the interests of almost 35,000 investors. "On a concrete example, with regard to PJSC BANK Ugra, the Union of Russian Depositors has reasonably uncovered the illegal mechanism for the Bank of Russia to deprive this bank of a license, which will lead to negative consequences for the company in the form of financial losses of 34,700 Russian citizens under uncovered insurance indemnities to parts of deposits in general amounting to 16.1 billion rubles, as well as negative consequences for the state in the form of losses in the amount of 172.5 billion rubles, which can be eliminated by parliamentary investigation, "- said in an open letter, published ovannom also on the official website of the Union of Russian depositors. To assist in initiating the investigation, the author of the letter asked Ivan Sukharev. In an address to the legislator, it is informed of such legislative deviations as the receipt by the Central Bank in July last year of information and reporting by Ugra as of the 7th day, the presence or absence of violations of mandatory standards at that date. The Union of Investors calls attention to the legitimacy of the decisions made by the head of the interim administration on the management of the credit organization in the period from July 10 to 28 of last year, and also recalls the damage caused to Yugra in August, which amounted to 17.5 million rubles. "We hope for your help and assistance," Nikolayev concluded in a message to the people's choice. Sukharev, in turn, sent a deputy's request to the Minister of Kolokoltsov. Recall last summer, the Central Bank introduced in the "Ugra" provisional administration, and then withdrew the license and filed a bankruptcy petition in court. Representatives of the financial institution accuse the Bank of Russia of artificially lowering the reporting indicators.

The given actions were made only for one purpose - to create a formal occasion for license withdrawal from the bank. Legality of the actions of the regulator representatives of the bank "Yugra" are challenged in court. They reached the Supreme Court of Russia, where two months ago a cassation appeal was filed against the decisions of lower courts on the legality of the introduction of the interim administration, as well as a moratorium on the satisfaction of creditors' claims.
