Russian Prime Minister Dmitry Medvedev made a radical attempt to resolve the issue with non-payments of the North Caucasus republics for gas and electricity. On Monday, July 23, during a meeting of the government commission on social and economic development of the North Caucasus Federal District, the prime minister criticized the work of officials in Chechnya, Dagestan, Ingushetia, Kabardino-Balkaria and North Ossetia in accumulating a huge debt for the energy resources supplied to the republic. Following the meeting, senior officials of the republics were recommended to "head territorial interdepartmental working groups on the fuel and energy complex of the relevant constituent entities of the Russian Federation that are part of the North Caucasus Federal District". The same "top officials" are recommended to take under personal control the execution of orders in the fuel and energy complex, previously given by the Governmental Commission for Social and Economic Development of the NCFD. According to the governmental order, they should ensure: "repayment of overdue debts for supplied energy resources to the subsidiaries and affiliated companies of PJSC Rosseti and PJSC Gazprom, including through the transfer of ownership of grid assets, the cost of which (based on an independent market value estimate energy assets) is comparable to the amount of debt, a 100-percent level of payment by budget organizations and enterprises of housing and communal services of current energy consumption in North Caucasus Federal District, conducting an inventory of electrical and gas distribution networks, including the identification of ownerless networks and registration of ownership rights to them ". In addition to the heads of the North Caucasian republics, control of the execution of the government's assignment is entrusted to the heads of Gazprom and Rossetei - Alexei Miller and Pavel Livinsky. According to Alexander Matovnikov, Plenipotentiary Representative of the President of the Russian Federation in the district, during the visit to Karachaevo-Cherkessia, subjects of the North Caucasus Federal District accumulated debts for energy resources for the amount exceeding 120 billion rubles. Of it, the debt for electricity as of May 1 was 27.094 billion rubles. , and for gas - more than 95.902 billion rubles. Recall that the government has long and without success attempts to resolve the issue with the North Caucasus republics on the debt for energy resources. This time, the main argument was launched: the possibility of withdrawing the energy assets that are at the disposal of the republics. It is obvious that such radical measures have to be resorted to because of not the best situation in the economy, as a result of which it is necessary to count every "penny", which until recently could not be paid attention. However, it will be possible to collect debts from the North Caucasian republics now, it is not known.

First, some of them are slow to recognize its availability, arguing that it is Gazprom and Rossetti who are to blame for everything,. "We all pay for the light, for gas, but the money does not reach.
