And now I'm not talking about the technique or the new system of measures at the customs, which we are now introducing. I'm talking about another.

Do you know that the state budget expenditures amount to UAH 991.7 billion. So the revenues from customs in this budget are according to the plan for 2018 - 343 billion. That is 34.5% of the total budget! A key income item!.

By the end of May, the failure to pay to the budget even with such a defective plan of about 20 billion. These figures, which any minister in the government knows, is obvious.

And here is another evidence. About which every mongrel in the market knows - around Ukrainian customs "earns" a huge amount of money motley crowd of scammers, greatly reducing revenues to the state budget.

How strong? Is it necessary to do this by offending these "sweet, smiling people," some of whom have not a small influence in the corridors of power and under the dome of parliament?.

"Do you begin the war of the siloviki, are you aware of this? "- they told me in a pair of high offices. "Oh, redistribute financial flows! ". wrote with a dozen "experts". "It will pass!" It's summer, we'll go on vacation while we're still, and then, as always, we'll agree. "- said with a probability of 99%, some of the smarter smugglers who survived no government and no president.

But, who are we if we reconcile with this? According to the most conservative estimates of experts, whom we met with Prime Minister - even in a cautious version - the losses from a dozen or so contraband schemes amount to 105 billion hryvnia a year!.

Think about it! This is more than 10% of the total budget of the country! More than the budget of the Ministry of Defense, for example (82 billion), or the budget of the Ministry of Internal Affairs (60 billion with all border guards, police, Nationalguard, DNSsniki and others!) This is almost 4 billion dollars a year for Ukraine. For this money one could buy, as the Minister Poltarak said at the Cabinet meeting - the new Patriot divisions, and close the entire Ukrainian territory with a dome of air defense, for example!.

Yes, for $ 1.9 billion, the IMF has roped requirements. and here 4. !! I inspected the barracks along the border with Russia last week - there our soldiers have bed cushions 10 years ago. but I have nothing to buy! There is no money in the budget - no. (all the same we will buy).

Each of you will bring thousands of examples from what you need right now - from a shortage of prostheses for veterans, to funds for road repairs. BUT! Can this situation be reconciled?.

Therefore, the launched "crusade" against smuggling is not a political struggle, not redistribution of influence and "flows" - this is an honest conversation for an adult society.

And yes, the fight against smuggling was not in the sphere of responsibility of the Ministry of Internal Affairs and the National Police. BUT, if I see that the most important state system falls under the pressure of scoundrels, if the stability of the country's finances depends on this - they decided to put their shoulder and intervene. And we will stand rigidly, and beat strangers, but especially our own, if that. This can not be done in another way.

Think we do not see the risks? The enemy in this struggle is very resourceful. And the "answer" will be sent, and discredit will be organized - but we gathered - very honestly talked and decided to harness! Rigid, honest, uncompromising. intolerant to both their own and others.

We want to help the Ministry of Finance and Customs not only to fulfill planned revenues from customs (now for 5 months - non-fulfillment of minus 20 billion), but also put on the table in front of the power in addition up to 4 billion dollars. We will not reach immediately to 4? Billion can we? Only strengthen and achieve all the same goal.

This is our ambition - not flows, not the war of the siloviki and not politics.
