Strong rise in price of gasoline and diesel fuel, which is observed in recent months, causes serious anxiety of citizens. Ahead of the holiday, in the midst of the dacha season, and the price of a liter of gasoline on average in Russia is already above 42 rubles - and this is according to official data of Rosstat. Neither the FAS orders to oil producers nor the government-announced decline in excise taxes help either. However, the latter is easily explained. As the president of the Independent Fuel Union, Pavel Bazhenov, said in an interview with RIA Novosti, only the market received a signal to lower excises on a ton of gasoline and diesel fuel by 3 and 2 thousand rubles, respectively, as there was information that officials are discussing the increase in VAT on 2%. That is, in practice, then it will come out. At the same time, both experts and Cabinet members perfectly understand the root of the problem and what to do. However, for some reason they prefer not to care about the citizens of the country, but about foreign consumers, said business-ombudsman Boris Titov. "The government purposefully does so that it is more profitable to export both oil and oil products than sell on the domestic market. But oil is our common competitive advantage. Inside the country, it should, like in America, cost cheaper, stimulating the development of the economy and the social sector, "Titov said.. In his opinion, first of all, it is necessary to saturate the domestic market with fuel, even if it will have to take a number of tough measures: "Export duties on oil should be raised and excises imposed on exported oil products, partially or completely refunding VAT to exporters," your recipe for Titov.

FAS reported on May 28 that issued a warning to Rosneft because of the company's decline in sales of petroleum products - in the regulator's opinion, this could provoke a rise in gasoline prices. According to the requirements, by June 8 the company is obliged to bring the sales of fuel in the domestic market to 20% of the volume of produced oil. Earlier FAS had already issued TAIF warnings, ForteInvest, Surgutneftegaz and three companies of the Gazprom group. As you can see, it did not help.
