Issues of the fund's work and plans to restore roads of local importance were discussed during the general meeting of the Association of Local Self-Government Bodies of the Kharkiv Region on February 14.
According to the information provided by the Head of the Road Service Evgeny Zrazhevets during the meeting, the network of public roads in the Kharkiv region is 9627 km, of which 2,298 km are state roads, 7329 km are roads of local importance.
"That is, the ratio is approximately 30% by 70%. At the same time, the financing scheme for repair and maintenance of roads always looked the other way round: 70% of the funds went to national roads and 30% to local roads. This situation required drastic changes, "the head of the SAD.
The first step was made in 2015, when local roads were allowed to repair local roads. 22 hulks of the Kharkiv region immediately took advantage of this opportunity and in the same year sent to the roads 18.4 million UAH.
"In 2017, 55 communities joined the financing of repairing local roads, which allocated a total of 45 million UAH for their roads," said Yevgeny Zrazhevets. - The second stage of solving the problem of road quality was the "customs experiment", thanks to which last year on the roads of the Kharkiv region managed to send an additional 382 million UAH. But the most important step was the creation of the State Road Fund and the transfer of local roads to the management of the State Administration initiated by the President ".
Yevgeny Zrazhevets reminded that in 2018 our region will receive UAH 656.2 million for maintenance and repair of local roads. 20% of these funds will be used for public roads. For comparison, last year local roads were allocated 157.6 million UAH.
According to the director of the Department of Capital Construction of the Kharkov Regional State Administration Sergey Zhukov, the list of roads that will be repaired this year is now being prepared.
"The proposals are submitted to the RGA, deputies of local councils, representatives of the public are involved in the work," said Sergey Zhukov.
When planning the work, first of all, they focus on bus and school routes, medical and social facilities. Depending on the length of roads, each district will receive this year from the Road Fund from 10 to 30 million UAH.
