The corresponding letter was addressed to the head of the presidential administration of Ukraine Igor Rainin. His copies were also sent to the prime minister, the speaker, several ministers and representatives of the government, as well as other officials.
As the head of the IMF mission to Ukraine Ron van Roden said in the letter, the Fund categorically excludes the possibility of agreeing with the adoption of the presidential bill.
The law should be a step in the right direction in the fight against corruption, but with respect to the draft, which was submitted on December 22, we have serious reservations, a number of its provisions are incompatible with Ukraine's obligations under the program of cooperation with the IMF, and also contradict the recommendation of the Venice Commission , says the letter. Ron van Roden also explains why such a law would not allow the creation of a court that would enjoy the confidence in Ukraine and abroad.
The Fund's remarks are divided into three groups - on the procedure for selecting judges, on the provisions of the law aimed at inhibiting the creation of the ACS, and also concerning the jurisdiction of the court.
