According to them, Yugra did not allow its own funds to fall below the established rate and did not violate any of the mandatory standards that the regulator established. "The Central Bank did not refute our arguments and did not provide documents showing why the bank's financial situation changed. The documents at our disposal show that the decisions of the regulator are either not confirmed by real data and proper evidence, or are based on erroneous calculations, "said Anton Alexandrov, representative of the founders of Yugra Bank. According to him, a number of claims of the Central Bank and the DIA have not been confirmed, in particular regarding the availability of off-balance-sheet deposits from a credit institution. Also representatives of the Central Bank confirmed that on July 7, 2017. The Central Bank decided not to deprive Yugra of its license. It is possible to reverse this decision only if the regulator proves that the implementation of the plan to save the organization from bankruptcy is impossible. The regulator did not have such evidence. "We expect that the appellate court will give a fair assessment of these circumstances," Alexandrov said.. Prior to the introduction of the interim administration, the Central Bank had claims to the credit and financial institution regarding the assessment of the level of credit risks and the market value of collateral for loans. At the same time, the methodology developed by Yugra for assessing credit risks and classifying loans by quality categories and the amount of reserves was approved by the regulator. Also, the value of the pledged property was calculated by Yugra on the basis of reports of independent expert appraisers, accredited by the Central Bank or DIA.

The representative of the bank also commented on the accusations of the Central Bank in applying Yugra to the "gray scheme" in its work. According to him, such statements are based on unfounded conclusions. "The prescription does not say anything about the schematics. The Central Bank says that it is necessary to complete the reserves for a number of borrowers. We have completed these reserves, "- said Alexandrov. The interim administration came to "Yugra" on July 10, when the bank's capital was 33 billion rubles and it fulfilled all the standards.
