As the World Bank experts explained, the new state land cadastre of Ukraine was developed in accordance with the best world standards. The cadastre reduced the cost of registration of land by two thirds - by reducing the time of registration and reducing the scale of corruption, stressed in the WB. Thus, the registration period has been reduced from a few days to 21 minutes on average and is reduced to one visit to the registration center. Recall, July 7, 2011 the Verkhovna Rada adopted a law on the State Land Cadastre. The cadastre was launched in 2013, opening access to the National Cadastre System. In 2015, on the basis of Goszemkadastra, electronic services began to be introduced, making the service more transparent and convenient.

So, public access to the cadastre was opened, which declassified the names of landowners. Conversion of information about land plots into electronic format made it possible to transfer to the online part of the procedures, removing the official from their implementation and reducing the opportunities for corruption.
