For document number 6776-d voted 260 people's deputies. According to the adopted document, the government plans to ensure the balance of budget revenues next year, including by meeting the requirements of paragraph 4 of section ХІХ of the Tax Code of Ukraine regarding the annual revision of the rates of certain taxes determined in absolute values, as well as the gradual increase until 2025 of excise tax rates for tobacco products on the implementation of an association agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their g sudarstvami Member States, on the other hand, with respect to the approximation of excise taxes on tobacco products to a minimum level, the current EU.
In particular, the project provides for a gradual increase until 2025, specific rates of excise tax on tobacco products and a minimum excise tax obligation to pay excise tax on tobacco products, namely in 2018 - the forecasted consumer price index of 11.2% and an additional 16 7 %. thus, on average, taking into account the previous indexation, the increase will be 29.7%, and in subsequent years - by 20% to the level equivalent to 90 euros per 1000 pieces.
In addition, the project provides that from 1 January 2025 will comply with the requirements of EU Directive No. 2011/64 / EC of 21. 06. 2011 on the structure and rate of excises applied to tobacco products relative to the share of excise in the weighted average retail price of cigarettes sales of at least 60%. To do this, a mechanism is introduced to determine such a price.
The draft law also proposes the mandatory norm of clause 4 of Section ХІХ of the Tax Code of Ukraine on the need for the annual submission by the Cabinet of Ministers of the draft law on increasing the rates determined in absolute terms, to transfer such a bill to the Cabinet of Ministers in case of need.
