Rada has ordered to charge penalties to consumers for non-payment of a communal apartment

The penalty is introduced from 2019. For the adoption of the whole bill number 1581-d voted 262 deputies with the minimum required 226.

At the same time, the text of the document says that if payments are made for housing and communal services not on time, the consumer is obliged to pay a fine in the amount established in the contract, but not more than 0.01% of the amount of debt for each day of delay. The total amount of the penalty paid can not exceed 100% of the total debt.

The penalty charge begins on the first business day following the last day of the final payment term for housing and communal services.

At the same time, the penalty will not be assessed on the condition that the state owes the debt to the consumer for the benefits and subsidies provided and / or for the employer's debts to the consumer on wages.



In addition, in the event of failure to provide the service or providing it in part or inadequate quality, the executor of this service is obliged to independently recalculate the cost of the service for the entire period of non-submission (providing not in full or inadequate quality), and also pay the penalty to the consumer (penalty, penalty) in the manner and in the amount determined by law or by contract.

The norm comes into force six months after the promulgation of the law.

Recall, as reported URA-Inform, the Verkhovna Rada adopted a law on housing and communal services. The corresponding bill was supported by 262 people's deputies.
