The FAS's view that Russians should not be hostages to the home region and can freely travel around the country without fear of bankruptcy, mobile operators simply ignored. They had two weeks to review the communication tariffs and to cancel the difference in price when traveling to other regions or to submit a motivated refusal. But the day came X, a few more days passed, and the tariffs remained the same.

On Monday, August 14, the FAS was tired of waiting and she announced that she was starting to consider the "issue of initiating a case on the grounds of violation of the antimonopoly legislation" regarding three operators of the "big four". Three - because one operator sent a request to the FAS to postpone the revision of tariffs, provided a rationale why it can not do it within the allotted two weeks, and promised to bring everything in the future in accordance with the requirements of FAS.

Which company agreed to submit and for how long it wants to postpone the execution date, the agency did not disclose. But according to Kommersant, this MTS asked for a one-year delay. According to him, from an informed source, a similar appeal was sent to "Tele2", but was refused. This was partially confirmed by the FAS: deputy departments Anatoly Golomolzin, without naming the operator, said that another petition had been received, but the reasons indicated therein were insufficient and he was rejected.

As a result, three operators announced that they intend to appeal the FAS claim in court.

In turn, the agency also plans to initiate a case on violation of antimonopoly legislation. It is clear that while the lawsuits will drag on, the Russians will continue to pay for roaming at the same predatory rates.

In July, the regulator announced that mobile operators unreasonably increase the cost of communication services when a subscriber moves within Russia. Against all companies on August 3, cases were opened about monopolistic overstatement of prices.
