It became known how in the Kharkov region the provisions of the laws of Ukraine on the commercial accounting of thermal energy, water supply and gas. This was told the day before by the heads of the profile subdivisions of the regional state administration.

Explaining the nuances of the Law of Ukraine "On the commercial accounting of thermal energy and water supply", the Director of the Department of Housing and Infrastructure Development of KhOGA Sergey Magdisyuk, recalled that until August of this year, water and heat meters in houses were installed at the expense of investment programs of service enterprises.

"All costs for the installation of meters were placed in the tariff and taken into account in the process of adoption and implementation of the investment program. The Law of Ukraine "On commercial accounting of thermal energy and water supply" obliges operators of external engineering networks to equip 100% of residential houses with household heat and water accounting units at the expense of consumers, "said Sergei Magdisiuk.

So, until August 2, 2018 the housing stock of 100% must be equipped with metering devices of heat energy. Devices for the calculation of hot and cold water in non-residential premises should be installed during the year, in residential areas - within two years. Also, the law prohibits adding new houses to external engineering systems, if they are not equipped with meters.

"According to experts, after all the measures that are prescribed in the law, the unaccounted-for water consumption will be reduced by 3/4, and the consumption of thermal energy will be reduced by 15-20%," said Sergei Magdisiuk.

In turn, the head of the department of the fuel and energy complex of the HOGA, Alexei Belotsky, recalled the norms of the Law of Ukraine "On ensuring the commercial accounting of natural gas".

"According to this law, before January 1, 2018, all subscribers should have gas registration units, which will make it possible to effectively use energy resources. The obligation to install the metering units lies with gas distribution companies. In Kharkov it is Kharkovgorgaz, and in the territory of the region Kharkovgaz.

The category, which is not yet fully covered by the accounting centers, is consumers who have gas stoves, "said Alexei Belotsky.

He also noted that the installation of general house counters caused a resonance from consumers who did not agree to calculate gas consumption by unified accounting.

"From HOGA work was carried out - gas distribution companies for today stopped the installation of common house accounting units. Where they are installed, they will be used as technological, "- said Alexei Belotsky.
