And she added that the state theoretically can appoint any price for the services of kindergartens, because "there is still no competition with private institutions".

Commercial kindergartens occupy only 5% of the market, noted Tatiana Klyachko. And to give a child there, according to RANHiGS, only 1% of Russians can afford it.

Often parents give their children to expensive institutions for a long time and for some reason - while waiting for a place in the municipal, as working mothers simply have nowhere to put the children.

Fathers and mothers try to reduce the amounts that are surrendered year after year on a "voluntary" basis, experts at the Higher School of Economics. Their decline in the municipal sector of pre-school education was 6% (compared to 2015), in the private sector - 10%.



In state kindergartens, fees are most often spent on the purchase of books or toys (23%), gifts for educators (15%), repair of premises, equipment for sports facilities (14%), kindergarten (7%). And private money collected goes to gifts for educators (15%) and purchase of books or toys (8%).

According to the RASHiGS data, 27.5% of Russians give their children to gardens at the age of three, 21.7% - when the child turns two years old, and 16% do not give up at all.
