At the same time, the legislation has not been legally violated. The current norm "On Standardization in the Russian Federation" refers to the application of state standards on a voluntary basis. That is, confectioners are entitled to produce chocolate, including milk, not according to GOST, but according to their own specifications. As a result, parents feed children do not understand what, believing that they give them the safest and most useful sweets.

The situation can be changed by the introduction into the Technical Regulations of the Customs Union "On Food Safety" of clear requirements for the content of cocoa and animal fats in milk chocolate. This has already been done with dairy products, as a result, the Russians finally saw on the packages the inscriptions "cheese product" instead of cheese and t.

"Roskazhestvo" has already suggested that the Ministry of Agriculture consider the issue. Since what is a real "milk chocolate" has long been defined in GOST 31721-2012: it is a "confectionery product obtained on the basis of cocoa products, sugar, milk and (or) products of its processing, in which not less than 25% of the total dry The remainder of the cocoa products, not less than 2.5% of the dry defatted residue of cocoa products, not less than 12% of the milk solids and (or) its processed products, not less than 2.5% of milk fat and not less than 25% of the total fat ".

And if the GOST is a voluntary matter, then the percentage specified in the technical regulations will not be avoided.

According to the Ministry of Agriculture, work on changes to the technical regulations is already under way within the framework of the Eurasian Economic Commission (ECE). In particular, experts in Belarus are engaged in setting additional requirements for chocolate, chocolate products and cocoa products.
