The plant is part of the "Smart Holding", which belongs to the people's deputy from the "Opposition block" of Vadim Novinsky.
According to the court's decision, thus, the preliminary investigation body has enough grounds to believe that the officials of the Black Sea Shipyard and its main creditors, who are actually controlled by the industrial-investment group Smart Holding, have signed fictitious deals, having artificially created Debt and circumstances in which the plant was unable to fulfill its obligations.
