The document was supported by 282 People's Deputies. In the document, in particular, it is planned to envisage raising the necessary insurance experience for retirement to 25 years in 2018 and up to 35 years annually until 2028.
The law also proposes a revision of the conditions for the appointment of a pension at age 60 years from January 1, 2018. At the same time, the insured person has the right to independently determine his retirement age.
At the same time, at 60 years old persons who retire for 25 years as of January 1, 2018, and the range of claims for the length of the insurance period each year will increase by 12 months to reach 35 years in 2028. At 63 years old those who, as of January 1, 2018, will have 15 years of insurance experience, will not retire, but not have 25 years.
At the age of 65, those persons who, as of January 1, 2019, will have 15 years of insurance experience, will not be 16 years old.
At the same time, it is envisaged for a transitional period of three years, with the loss of employment, to assign state social assistance if there is 15 years of insurance experience.
The law also prescribes the possibility of buying up to two years of missing insurance experience with the use of an additional coefficient: 2 - for a period up to 12 months and 1.5 - for a period from 13 to 24 months.
The document will review the size and conditions of the appointment of the minimum pension by age.
It is also planned that at the level of the subsistence minimum, a minimum pension will be allocated to persons who have an insurance period of 30/35 years for a woman and a man respectively.
At the same time, starting from January 1, 2018, a guarantee to ensure the payment of pensions in the minimum amount of 40% of the minimum wage, but not less than the subsistence level, will be provided to persons with an insurance period of 30/35 years, when they reach 65 years.
