On the eve of parliamentary hearings in the State Duma, which will be held on July 3, about three thousand defrauded co-investors of Moscow and Moscow region held a rally in Krasnogorsk in order to express distrust to the Ministry of Construction and demand to take into account their interests in the new compensation fund.
The rally participants put forward to the authorities a number of requirements. The key requirement is to take into account the interests of defrauded co-investors in Moscow and the Moscow region when forming a state compensation fund.
The State Duma on June 14 adopted in the first reading a draft law on the state compensation fund, which is designed to protect the interests of co-investors affected by fraud and negligence of construction companies.
The new law will require developers to dedicate funds to the fund, the founder of which is the Russian Federation. In case of bankruptcy of the developer or other problems with the delivery of housing, the fund will compensate for the losses of participants in shared construction. It has already been decided to compensate those who suffered before the new law came into force, but the format and conditions for obtaining compensation are not yet clear.
Interest holders of a number of large and long-term buildings in Moscow and Moscow region are reasonably afraid of the high corruption component in the work of the fund. Participants in the rally in Krasnogorsk paid special attention to the proposals of the Ministry of Construction and the Government of Moscow, instead of completing the facilities to make payments on the DDU, which in their opinion is an attempt to deceive the equity holders, since after the crisis of 2014 the cost per square meter increased significantly, and the DDU contracts, on the contrary, depreciated. Shareholders primarily rely on the fact that the funds of the compensation fund will be used to resolve their issues.
It is expected that the second reading of the State Duma deputies will amend the law on compensation for losses to all equity holders.
Also, participants in the rally in Krasnogorsk expressed categorical mistrust of the Ministry of Construction. They believe that they have become deceived co-investors with the direct connivance of the department and doubt that the Ministry of Construction is able to somehow protect their interests and the interests of new participants in the shared construction.
"The Ministry of Construction issued permits to scammers, what will prevent them from doing this further and further? We demand investigation of the Ministry of Construction in the market of shared construction!" - called the protesters.
According to Deputy Minister of Construction and Housing Nikita Stasishin, today the Ministry of Construction and Construction has 776 problematic LCDs. But, as it became known to the editorial staff, the work of the department is conducted only on 24 such objects.
