The fact that they intend to demand from the government to increase import duties on electronic devices on Wednesday, during the round table "Russian Electronics. Search for new growth points, "said Russian presidential aide Andrei Belousov. He explained that the proposals of business representatives will be considered by the commission headed by the Minister of Economic Development and sent to the Eurasian Economic Commission.

According to the presidential aide, Russian producers are ready to come up with an initiative to raise duties on foreign gadgets, and the state authorities have nothing against this decision. Moreover, they are keenly interested in that the proposals on the amounts of fees come from the Russian producers themselves.

"The mechanism is very simple: you form your idea of ??how import duties should be arranged, then it goes to the working group of the Ministry of Economic Development. This initiative always comes from the business, "Belousov said.. Assistant to the President understands that this proposal is in contradiction with the WTO rules. However, in his opinion, in the condition imposed on Russia sanctions, all this can be to some extent neglected.

We must admit that this is far from the first initiative concerning the introduction of increased duties on the import of electronic equipment. About a year ago, the governor of the Pskov region, Andrei Turchak, asked the President of the Russian Federation Vladimir Putin to increase duties on the import of electronics from no less than 14% to 60%. According to the head of the region, this would significantly increase the share of Russian electronic products on the market, and would also bring to the budget more than 600 billion rubles.

Then, as you know, this offer was not good and was forgotten. The fact that after a year of import duties on electronics offer to raise again, does not conceal in itself anything unusual.

There are two interesting ideas of this idea and they are all the same as a year ago - these are a few domestic electronics manufacturers that can not stand competition with Eastern electronics suppliers and the Russian state. First, as it is not difficult to guess, I want the market to be cleared of foreign competitors, which will allow them to raise their own sales. The second, which is also quite obvious, I want, both the export duties themselves, and taxes collected from the new domestic production.

The likelihood that the intended will be realized, there is. The Ministry of Finance continues to experience difficulties in collecting incomes, and many financial officials seriously believe that as long as people continue to buy smartphones and computers, electronics will be able to "cut off". The more difficulties arise with the execution of the budget, the greater the likelihood that duties will be introduced.

As for the producers of domestic electronics, their reasons are close to those of agricultural producers who carefully pushed the food embargo. The only difference is that if you produce chicken meat or grow apples in Russia, at least they can, then the rare examples of domestic consumer electronics are not competitive.

In a word, the model worked out on the food embargo against electronics is definitely not good enough. One must also understand that the production of electronic goods has been a global business for many years, with the widest distribution of labor and the attraction of high technologies.

To optimize the production process, the development of the newest gadgets is carried out in countries with the maximum concentration of intellectual potential, and production - in the third world, where the labor force is least of all.

It is impossible to build in this system to Russian electronics manufacturers under any circumstances. The maximum that Russian electronics engineers can be capable of is to rework any former American, Japanese, Korean or German development and try to collect its first consignment in China. Next to the first batch, the case in such cases is extremely rare.

The production of competitive electronics requires huge investments in technology, to which leading multinational corporations spend billions of dollars each year. The key to success in this market is the constant updating of models, which is impossible without a huge scientific and technical base and long-term developments.

All this leaves Russian electronics with virtually no chance to expand its market even with the introduction of increased import duties.

Technologies and culture of the corresponding production in Russia are lost so much that it is no longer possible for domestic producers to catch up with their own progress.

Consequently, the only result of a possible increase in duties will be the rise in prices for all the same foreign models. It can not be ruled out that domestic gadgets will also appear on the market, but a combination of their price and quality is unlikely to facilitate their purchase.
