The document, in particular, was supported by 238 people's deputies. At the same time, the document proposes to define the basis for commercial accounting of services for the supply of thermal energy, the supply of hot water, centralized water supply and the provision of appropriate accounting information for consumers of such services.

The document also provides for the mandatory equipment of all buildings that are connected to external heating networks, external hot water supply networks, external water supply networks by house energy accounting centers, respectively, thermal energy and water. It is these accounting units that will be used for the commercial accounting of the relevant utilities.

The law also obliges to equip houses of accounting of non-residential buildings - until October 1, 2017 and residential buildings - before October 1, 2018. In addition, in multifamily houses and other buildings where there are more than one consumer, the draft law provides for the mandatory installation of individual (residential) metering devices or heat distribution devices that are used to distribute the readings of the home metering device:

in non-residential buildings, before October 1, 2017 of the year; In residential buildings - until October 1, 2018.

The draft law defines guarantees of consumers' access to accounting information, on the basis of which bills for consumed services are generated.
