"IDGC of Urals" demands that Roskommunenergo OJSC (managed by Mezhregionsoyuzenergo JSC) be insolvent, which supplies energy resources to consumers in Nizhny Tagil and Nevyansky and Gornouralsk urban districts of the Sverdlovsk region. Today, on the basis of the Decision of the Arbitration Court of the Sverdlovsk Region, confirming the next amount of the debt of the sales company, IDGC of Urals filed an application for bankruptcy of this counterparty to the Arbitration Court of the Karachay-Cherkess Republic (at the place of registration of the marketing company). The total overdue debt of the guaranteeing supplier for electric power transmission services as of May 1, 2017, is more than 938 million rubles to OAO "IDGC of Urals".

The problem of non-payments of OJSC Roskommunenergo to IDGC of Urals, OAO exists since 2008. The guaranteeing supplier, under various pretexts, avoids repaying his debts, voluntarily is not paid for, the debt is repaid only on the basis of the court decisions that came into effect upon presentation of the writ of execution. The problem guaranteeing supplier, in turn, constantly finds new mechanisms for evading payments for services provided, by various attempts to delay the consideration of legal proceedings with IDGC of Urals, including, through improper interpretation of regulations, involvement of third parties and the introduction of a court in Fallacy.

For example, in October 2016 Roskommunenergo OJSC tried to challenge the tariffs set by the REC in late 2015.

In early 2017, IDGC representatives met with representatives of the debtor at the site of the Ministry of Energy and Housing of the Sverdlovsk Region. The meeting was also attended by a member of the Sverdlovsk Oblast Prosecutor's Office. However, in the presence of all officials and representatives of the authorities, representatives of Roskommunenergo stated that they would not cease the practice of paying off debts solely on performance lists. They motivated this by the fact that they themselves suffer from debts from the population, although actually the collection of Roskommunenergo is about 90%.
