The deficit of the Pension Fund of Ukraine (PFU), currently amounting to 141 billion UAH, can be completely eliminated, says People's Deputy of Ukraine (fraction "Samopomich") Roman Semenukha.
In his article for ZN. UA MP noted that the costs of PFCs consist of many articles, but they can be grouped into three sectors.
Thus, according to estimates of the expert on pension reform of the RPR Galina Tretyakova, the amount of pension payments by age is 190 billion, 3 billion - administration of PFCs and 90 billion - payments of special benefits, allowances, social benefits, that is, all payments not related to pensions by age. Budget of the Pension Fund for 2017. , At the same time, is 284 billion UAH.
Semenukha notes that if the authorities hamper the launch of other levels of pensions until the ordering of the solidarity system, the resolution of its problems becomes a top priority. For this he proposes a number of steps:.
- leave in the expenditure part of the PFU budget only the payment of pensions for age and administration costs. Expenses related to social payments amounting to UAH 90 billion will be transferred to the expenditure part of the Ministry of Social Policy budget;.
- to conduct verification of all pensioners and payments, thereby ensuring transparency and clarity of expenses;.
- include in the income part of the PFC some of the personal income tax (personal income tax - ed).
- to optimize the functional of the PFC for the sake of reducing administrative costs (for example, the content of the central apparatus of the Ministry of Internal Affairs costs the state 1.2 billion UAH).
According to Semenukha, in such conditions it would not be necessary to talk about the deficit of PFCs at all.
"Simple arithmetic demonstrates to us that the deficit of the Pension Fund can be overcome. The total budget of PFCs in 2017. Will be 284 billion UAH. Of this money, 136 billion - planned income ERUs, 7 billion - other income and 141 billion UAH will be added from the country's budget. Expenditure - 283 billion, of which 90 billion - are special allowances, allowances and social benefits.
If these funds are transferred to the expenditure item of the Ukrainian budget, there will remain a deficit of 51 billion. You can cover it with the help of a part of the personal income tax, sent to the state budget. Thus, the deficit of PFCs would disappear completely, "the author stresses.
Semenukha, at the same time, notes that the transfer of social expenditures from the PFC to the expenditure side of the budget of the Ministry of Social Policy does not entail a reduction in the total state expenditures to support the unprotected strata of the population.
