Public headquarters will protect small and medium business

Protection of small and medium-sized businesses at the municipal level is the goal of a new movement that has emerged in Russia. All-Russian public organization "Public headquarters for the implementation of presidential programs" in early April, will hold its constituent congress in Moscow.

The movement has ambitious goals. As his activists note, presidential initiatives often do not reach ordinary businessmen - because of the connection of officials on the ground with oligarchs. In order to break these vicious ties, establish closer and effective business contacts with municipal and regional officials, and a new organization is being created. According to the member of the organizing committee of the "Public Staff" Sergei Markov, the initiative to create the movement came from below.

In the organizational committee of the organization is an entrepreneur from the Nizhny Novgorod region Igor Postnikov, director of the Institute for Applied Political Studies Grigory Dobrromolov, director of the Center for Effective Political Communications Nadezhda Muravieva and associate professor of the department of Russian politics at the Faculty of Political Science of the Moscow State University Sergei Volodenkov. The organizing committee of the constituent congress was headed by the lawyer of the Moscow Bar Association Cyril Ivanov.

"We are confident that we are able to create a modern and efficient economy that meets modern conditions of life and the needs of society, free of corruption and bureaucratic arbitrariness," Ivanov said at a press conference of the Public Staff for the Implementation of Presidential Programs.

One of the founders of the movement, businessman Igor Postnikov cited an example of an unfair attitude of municipal authorities to representatives of small and medium-sized businesses in the city of Pavlovo, Nizhny Novgorod region. There, he said, unprecedented pressure of officials on entrepreneurs.

"Why is this happening on the ground, why does the local government act with impunity? Because no one knows anything. As they say, the king is far away, to God high, "- said Kirill Ivanov. "Our organization intends to shorten this distance to solve urgent problems, help prevent conflict situations and address the root causes of what is happening, to permanently solve the occurrence of similar situations in the future. Our monitoring and live communication will allow us to see a real objective picture in each region and in each municipality. And after that we will be able to propose solutions, legislative initiatives and adjust the dialogue of all stakeholders, "said the lawyer.

Members of the organization, first of all, intend to use effective practices that allow building a working relationship between government and business. They are aimed at the development of municipalities in particular and in Russia as a whole. First and foremost, this is a public monitoring of the indicators of the development of municipalities in social and economic issues (if we take, for example, the business sphere, then this is the personal reception of entrepreneurs in municipalities, and special studies that will allow us to see the picture in the complex).

Based on the results of the monitoring, the information will be forwarded to the higher authorities, including supervisory and supervisory authorities. In the discussion of problem points and ways of development, the development and introduction of legislative initiatives will involve the general public and the media. The public headquarters sets a task to create such an organizational network that can quickly and objectively assess the situation on the ground, preventing conflict situations in any sphere - and especially in the sphere of small and medium business. As the founders of the movement said, the doors of their organization are open to all active and enterprising citizens who care about the interests of the country.

Doctor of Political Sciences Sergei Volodenkov promised that on the basis of special monitoring, with the involvement of scientists from leading universities in Russia, the new movement will map the problem areas of Russia. It will identify the regions in which entrepreneurs live hard because of their difficult relations with the authorities. In addition, the Public Headquarters will prepare maps of transparency of municipal authorities in Moscow and St. Petersburg. On the eve of the city's municipal elections scheduled for July, the authors promise to tell in detail how effectively and openly each Moscow government works.

In general, the organization's plans for the fall of 2017 to form about 500 local branches and 75 regional. "Already now, in preparation for the congress, we have united representatives of 64 regions and 312 Russian municipalities," - said Nadezhda Muraveva.

The Russian president's trustee, ONF member political scientist Sergey Markov said that the initiators of the movement consider the All-Russian People's Front as a friendly structure to them, and nevertheless consider it important to create a new. The public headquarters considers it necessary to represent its interests in municipal authorities in order to achieve its goals. Thus, the movement will contribute to the formation of an effective legislative framework aimed at supporting active and enterprising people in the economy, ensuring fair and transparent rules for doing business, for social protection of those who need help.

For this, after holding the constituent congress and registration of the necessary registration documents, the public organization intends to take part in local elections. According to a member of the organizing committee, Nadezhda Muravieva, in Moscow, the Public Headquarters for the implementation of presidential programs plans to make itself known in at least 30% of the districts in the forthcoming municipal elections this year.
