A new river of sanctions products from the EU can be pumped into Russia through Belarus. The country sharply increased imports of fruits, vegetables, mushrooms from Poland. On the Belarusian territory they are carefully repackaged and forwarded to the Russian Federation. Prove the European origin of products is impossible, warn Rosselkhoznadzor.

After the introduction of the product embargo against the EU countries in 2014. Belarus became the largest supplier of agricultural products to our country. At the same time, local farmers for a season allegedly managed to increase yields severalfold. According to the Federal Customs Service, in the third quarter of last year, Belarus exported to Russia 3,600. T of apples and 9.8 thousand. Tons of pears. And already in the next quarter, apple deliveries increased five-fold, pears three-fold - up to 15 thousand. T and 31.8 thousand. Tons, according to Izvestia.

However, in practice under the guise of Belarusian agricultural products Russia imports goods from Europe. According to the National Statistics Committee of Belarus, last year 509 thousand. Tons of apples (twice as much as in 2015) and 35.6 thousand. T pears (five times more than a year earlier). In addition, Belarus purchased from Poland 1,5 thousand. T celery - 40 times more than the previous time interval. Deliveries of Bulgarian pepper increased 5.5-fold - to 3.5 thousand. T, mushrooms in five times - up to 18.3 thousand. Tons. For the first time, spinach, asparagus and artichoke were imported.

The lion's share of this food is sent through Belarus further to Russia. Previously, the product is repackaged carefully, giving it the look of Belarusian products.

The Rosselkhoznadzor is aware of the problem. The staff regularly fix the re-export of sanctions meat, vegetables and fruits, and also suspect that there is also a re-export of dairy products. "The number of products in supply does not correspond to the volume of production increase inside Belarus," explained in a recent interview the head of the department Sergey Dankvert.

At the same time, Rosselkhoznadzor recognized that if fruits and vegetables come to Russia with perfectly forged Belarusian documents, then there is nothing to be done about it.

"It is difficult to trace where the products came from in the event of its repackaging. In order to find at least some clues, you have to do a lot of work. If Belarusian unscrupulous suppliers have repackaged everything perfectly, fabricated the documents and put official seals on them, then we can not do anything, "the supervisory agency reported..

You can stop the shipment if the products are imported in unpacked form and only documents.

Experts note that re-export supplies of Polish products through Belarus are bad for the Russian market, as they undermine the implementation of import substitution projects. Poles just knock down the price and with the help of the Belarusians they fill Russia with cheap apples and pears.

"The cost of Polish products is lower than Russian.

First of all, this is due to the low capital costs of Polish enterprises, for example, to storage facilities and refrigerators, "Dmitry Vostrikov, development director of Rusprodsoyuz, explained to journalists..

Russians have to invest heavily in equipment, and this is laid in the price. To solve the problem, it is necessary to create equal economic conditions for foreign and domestic producers. For this, the state needs to launch agrarian support programs. In Europe, farmers receive generous subsidies from the EU, but in Russia there is no such.
