In 2026, some Ukrainians will be paid the “stuck” 6,500 hryvnia as part of the “Winter Support” program, if assistance was assigned to them back in 2025, but the money was not actually transferred. The decision concerns certain categories of children, persons with group I disabilities from among IDPs and single pensioners, and the list of recipients should be compiled by the Pension Fund. This was reported by Olga Vasilevskaya-Smaglyuk (Servant of the People faction), member of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.. The new mechanism will affect precisely those people for whom a positive decision had already been made in 2025, but for certain reasons the funds did not reach them. The government decision covers three main categories of social support recipients. The first group includes children from low-income families, children over whom guardianship or guardianship has been established, as well as children with disabilities raised in foster families and family-type orphanages..

The second category is persons with group I disabilities from among internally displaced persons. Also, single pensioners who meet the conditions of the program will be able to receive the previously assigned benefit..

However, it is important to understand that the government is not launching a new acceptance of applications for 6,500 hryvnia for everyone. The decision concerns exclusively those recipients who managed to apply for benefits back in 2025 and received a positive decision. The key condition is that the assistance should have been officially assigned in 2025. According to Vasilevskaya-Smaglyuk, we are talking about people who submitted an application through the Diya application or applied in paper form. After reviewing the documents, they were approved for payment, but the actual transfer of funds did not occur. Thus, the very fact of filing an application does not automatically mean the right to receive 6,500 hryvnia in 2026. The person must have had a positive decision to prescribe help. From the information released it follows that the Pension Fund will independently create a list of people to whom assistance was assigned but not transferred. The corresponding list must be transferred to the Ministry of Social Policy for further funding.

You could apply for a one-time payment under the Winter Support program until December 17, 2025. Eligibility for money was determined by a person's status as of November 1, 2025. In particular, assistance was provided for recipients of state assistance for children in respect of whom guardianship or trusteeship was established. The payment was assigned to each child under the age of 18. The program also covered orphans and children deprived of parental care, in particular children with disabilities who are in family-type orphanages or raised in foster families.

Low-income families were a separate category. They could receive 6,500 hryvnia for each child who was under 18 years of age as of November 1, 2025. The program also extended to internally displaced persons. In particular, 6,500 hryvnia could be assigned to each minor child registered as an IDP. Migrants with group I disabilities also had the right to assistance. It is persons with group I disabilities from among the IDPs who are included in the list of categories who will now be allowed to pay previously assigned but “stuck” funds.

Another category - single pensioners. Under the terms of the 2025 program, assistance was available to single pensioners who received a pension with a care supplement. At the same time, the total amount of the pension payment should not exceed 9444 hryvnia.



If such a pensioner was assigned a one-time winter benefit, but the money was not received, his data may be included in the new list of the Pension Fund. After the lists are formed, the information will be transferred to the Ministry of Social Policy to finance payments.

The new decision of the Cabinet of Ministers is actually intended to resolve the situation with already assigned social assistance, which could not be paid within the previous period. That is, we are not talking about a new program to support the population, but about completing settlements with people.
