From March 1, 2025, indexation of pensions will be held in Ukraine, but not all pensioners will receive a promotion. Payments will not increase among those who have retired over the past three years, as well as those who receive the main amount due to allowances and surcharges that are not subject to indexation.
This became known from an interview with the Ministry of Social Policy of Oksana Zholnovich in the media commentary. Indexation is carried out for those who have long been retired and whose payment needs to be updated due to the growth of salaries and inflation.
If a person has retired over the past three years, his payments are considered relevant, and they do not need to be adjusted. Thus, new -naked pensions in March 2025 will not be indexed.
The indexation applies only to the main part of the pension, which is calculated according to a special formula taking into account length of service and average salary. Relaxes, surcharges and social additions to pensions are not subject to indexation. For example, if a person receives a pension of 1230 UAH, and together with surcharges the total amount of payments is 2361 UAH, then after indexation the main part may increase to 1353 UAH, but the surcharge will decrease, so the total pension amount will not change.
The legislation provides for the minimum increase in 100 UAH. and maximum in 1,500 UAH. If, after calculating the formula, the pension allowance will be less than 100 UAH, it will not be paid. Thus, pensioners with the least payments may not feel a significant difference in their income.
The main goal of indexation is to modernize outdated pensions, and not a general increase in payments. The government focuses on the formula, taking into account inflation and the average growth of salaries over three years. This means that pensions already brought in line with new economic realities are not subject to indexation.
In addition, indexation is carried out without taking into account surcharges for age or experience, so even pensioners who formally fall under the increase can get a much smaller allowance than expected. The calculation formula suggests that 50% of growth will be taken from the inflation rate, and 50% - from the average increase in salaries in Ukraine.
At the same time, it is important to remember that each pensioner will have an individual real increase. For example, pensioners receiving a clean pension in the amount of UAH 7,692 can count on an increase of about 1,000 UAH.
