Ukrainians having a paper laminated driver’s license or document issued before 2013, not reflected in action, should exchange it. To do this, you need to register online and contact any service center of the Ministry of Internal Affairs (Ministry of the Interior), where the new certificate will be issued on the day of appeal.
About this writes the Government Online. Before visiting the service center, it is necessary to make a preliminary record. This can be done on the website of the Main Service Center of the Ministry of Internal Affairs in the ESS section or directly in the self-service terminal in the center.
To exchange a driver’s license, you need to take with you a passport of a citizen of Ukraine with a note on registration of a place of residence or ID card along with an excerpt about a place of residence. It is also necessary to provide a copy of the registration card of the taxpayer account, the old certificate of the driver's exchange and medical certificate.
However, for the period of martial law, a medical certificate is not mandatory. Passport, an extract about the place of residence and the tax number can be presented in electronic form through the application action. You do not need to print the photo in advance, it will be taken free on the spot when submitting documents. You can get a new certificate on the day of appeal. The exchange cost is 572 UAH, excluding the banking commission.
After receiving a new document, he will immediately display the action in the application in the driver's office. This will simplify the verification of documents and make using the car even more convenient.
In some cases, replacing the old certificate is possible even without a visit to the service center - it is enough to use the application. This is especially useful for drivers living in remote regions or unable to personally contact the Department of the Ministry of Internal Affairs. However, for the successful exchange of a document, it is necessary that updated personal data are available in the registry, including photos.
If there is no fed photo in the database, the system will not be able to confirm the identity of the driver and the exchange process will not be completed. It should be noted that until March 29, 2011, the duration of their validity was not indicated in the driver’s licenses, while new certificates are issued with a shelf life of 30 years. In the case of driver’s licenses issued for the first time, their validity period is only 2 years, after which the update is required. This practice allows the Ministry of Internal Affairs to regularly update the database of drivers and maintain the relevance of information.
