Pensions for war veterans with disabilities will decrease? The PFU gave an answer

In 2025, the pensions of war veterans who participated in ensuring national security and defense, and especially those with disabilities, will remain unchanged. New rules on limiting payments do not apply to this category of citizens. The Pension Fund of Ukraine (PFU) spoke about this in response to questions from one of the recipients of payments.. Issues of pension payments for combatants in the Russian-Ukrainian war are of significant public interest, especially in connection with changes in legislation.

In particular, citizens were concerned about the provision of the Law “On the State Budget for 2025”, which provides for the limitation of pensions exceeding 10 subsistence minimums. In response to an appeal from pensioners, the PFU provided official clarifications on the possible impact of changes on disability pensions for war veterans.

They assured that the rules on limiting pension payments provided for in 2025 do not apply to citizens who participated in ensuring national security and defense during the Russian military aggression. This means that payment limitation coefficients will not apply to such persons, even if the size of their pension exceeds 10 subsistence minimums for persons who have lost their ability to work. A special payment procedure applies to war veterans and combatants who performed the following tasks:.

Also included in this category are citizens who participated in ensuring the country’s defense capability as part of measures aimed at repelling and containing Russian aggression.. A man who retired from service in 2023 contacted the PFU with a question about whether his disability pension would change due to the limitation of payments in 2025.

As a participant in hostilities, he receives a pension, the amount of which exceeds 23 thousand hryvnia. The Pension Fund's response notes that payments to such citizens will remain unchanged, since they fall under the category of protected persons.

Pensions to war veterans who performed tasks to ensure the defense capability of Ukraine will be paid in 2025 without the use of reduction factors. This is enshrined in paragraph 1 of the resolution of the Cabinet of Ministers of Ukraine dated January 3, 2025. No. 1 "
