Arrests of bank accounts of clients are returning in Ukraine

Banks return arrests of customer accounts imposed by the executive service due to debts. This was announced by one of the co-founders of monobank Oleg Gorokhovsky.

This is provided for by the law “On Amendments to Certain Laws of Ukraine Regarding Certain Features of the Organization of the Enforcement of Judicial Decisions and Decisions of Other Bodies During Martial Law”, which entered into force on May 6.

The law cancels the decree of the Cabinet of Ministers of Ukraine, which removed the arrests of the executive service in the amount of less than 100 thousand UAH for the duration of martial law.

The new law allows clients with arrests to use the amount of two minimum wages (UAH 13,400), provided that the client turns to the contractor and, in turn, sends the bank an order to remove the arrest in the amount of UAH 13,400.

“Since the law has come into force, we must return the arrests that were removed during martial law.. This will affect 436,000 of our clients,” Gorokhovsky wrote..

Recall that in March 2022, the Cabinet of Ministers by order No. 198-r established that temporarily for the period until the lifting of martial law on the territory of Ukraine:.



individuals can carry out debit transactions from accounts seized by the bodies of the State Executive Service or private executors, but on condition that the amount of recovery under the executive document does not exceed 100 thousand. UAH;

legal entities - debtors can carry out debit transactions from accounts that have been seized, solely for the payment of wages in the amount of not more than five minimum wages per month per employee of such a legal entity.
