Ukrainian lawmakers were offered to tax car owners on foreign registration, and it is a question of all - both real aliens, and those who travel on Eurobags. According to the idea of ??the head of the All-Ukrainian Association of Importers and Dealers (VAAID) Oleg Nazarenko, this money should improve the financing of road repairs, because the excise tax, charged in the cost of fuel, covers only 6.9% of expenses for construction and repair of roads. Autonews. ua understands this offer. What does foreign experience say? To begin with, there are, conditionally speaking, two models of toll collection: In Moldova, a fee is taken from all cars on foreign numbers. That is, pay and foreigners, and local "euroblyachers". The cost of "vignette" in Moldova - 180 euros for six months, that is, 1 euro a day. The penalty for the absence of a vignette is from 2272 to 9090 lei (from UAH 3,822 to 15,289). In Latvia, a fee is taken only from local motorists who drive cars with foreign registration. That is, the owner of "eurobags" is conditionally on German numbers, who came from Lithuania or Poland, will pay nothing. From January 1, 2017, the tax is calculated on the following grid: 1) for one day - 10 euros,.

2) for the month - 250 euros;.

3) for half a year - 600 euros;.

4) per year - 1000 euros. Penalty for non-payment - up to 400 euros each time a police car catches. At the same time, the government of Latvia left its citizens with a legal opportunity to pay significantly less than 1000 euros per year. The local Directorate of Road Safety (CSSD) reported that for this car to be delivered in Latvia for temporary registration. "Temporary registration costs about 80 euros, and then tax is also paid, about 200 euros, if we are talking about an average car. If it is a luxury car, a jeep or with a motor 6. 0, there the tax can manage and in 700 euros. Then everyone chooses for themselves - to pay a tax of 1000 euros or to make a temporary registration. In principle, it is much more profitable to make a temporary registration, "said CSSD board member Janis Golubev to local media. It is interesting, that latvians, frightened of penalties, literally for first four days have paid 100 thousand. euro of this tax! In the expert community opinions on this issue are expressed by different. "First, you need to understand whether the excise tax in Latvia is included in the cost of fuel? At us this collection is included. In general, I believe that you do not need to reinvent the wheel: we have an excise duty, which is included in the cost of fuel, spare parts, tires, which should go for the maintenance of roads. Another question is that the Road Fund has only been in existence since 2018, although the law has existed since 2006 - where all these years these money went, why they did not go to the roads? And if we talk about who actually destroys the roads, the cars on Eurobags do not even affect the quality of roads, and they fill the road background without any doubt. But just trucks weighing 45 tons load just destroy roads. Notice, they all go on Ukrainian numbers! And this is our No. 1 problem, and there is as yet no solution to it. And here it is necessary to search for the solution of the problem, and not how to deal with the "Eurobags", - said autobews. ua expert on legislative support of road safety Vladimir Karavaev. "And I think that the Latvian variant suits us most of all. This is the most honest system. No indulgence and all the same, - says the head of the Association of Troubleshooters, Sergei Kreymer. "At the same time, it does not concern just foreign citizens - only residents". Oleg Nazarenko, in turn, recalls that his idea is to take the tax from all cars on foreign registration, and those only from those that are in fact used as "eurobags". "If you make an adequate cost of customs clearance, then Ukrainians will switch to Ukrainian numbers, and on Lithuanian eurobucks they will really go - you will not believe - only Lithuanians," - half-jokingly completed the explanation of his idea Oleg Nazarenko. Owners of Ukrainian "euromanometers" say that they themselves once voiced such an idea as a temporary option, until the issue of non-cleared cars is resolved. Charging fees from foreign cars, they said, had to stop the accusations that the "badges" do not bring anything to the budget. "Today we can not talk about any paid use of roads, because they are completely absent from Kiev, ending with the last village in Transcarpathia. Yes, the fee can be taken, and it was done by Moldova and Belarus, but they have a concrete concept for the development and repair of roads, the construction of autobahns. We also prepared a similar law, but they "zafukali", saying that this, they say, is absolute profanation. The problem is that we have a very non-transparent system for allocating funds that are intended for road repairs. I talked with the leaders of "Ukravtodor" and I complained that the Pole [Slavomir Novak], who built roads in Poland, he now directs "Ukravtodor". And he has no influence on the distribution of funds, because each governor takes his own head of oblovodor, and this chapter himself squanders travel money to the right and left by some tenders and its schemes. Accordingly, no matter how much money we now take from auto on foreign registration, on Ukrainian, for transit cargo, there will not be any sense until they are transparently spent, "said autonews.

ua one of the leaders of the organization "Auto Euro Power" Oleg Yaroshevich. In the Committee of the Verkhovna Rada on tax and customs policy, in turn, they reported to autonews. ua, that no one has yet discussed such an idea - neither within the framework of the "Moldovan" scenario the solution of the issue with the badges, nor separately. Andrey Dovgan.
