The National Financial Services Commission made changes to the Regulation on the specifics of concluding compulsory civil liability insurance for owners of land vehicles. So, for the conclusion of an electronic contract, the owner of the TS introduces the information necessary for concluding such an agreement through the information and telecommunication system (ITS), which is an application for insurance. The insurer on the basis of the received application forms the offer to conclude such contract in the form of the project of an insurance policy. The project is registered in a single centralized database on compulsory insurance of civil liability of owners of land-based vehicles. The insurer sends the offer to the owner of the vehicle through the ITS, which operates until the end of the day in which the. MTIBU determines the list of information required for the conclusion of the contract, and publishes it on its website. The owner of the Customs Union confirms the acceptance of the proposal and signs an internal electronic insurance contract through the ITS in accordance with the legislation regulating the organizational and legal bases of activity in the field of electronic commerce. After that, the insurer registers the insurance policy in a single database and sends to the owner of the vehicle the confirmation of the electronic transaction.
Simultaneously, the insurer provides in paper or electronic form a list of its representatives authorized to perform the function of processing claims in the Autonomous Republic of Crimea, oblasts, cities of Kiev and Sevastopol, a special sign and an accident notification form. Corresponding changes are provided by the decree of the National Commissariat of Finance of August 31, 2017 No. 3631, which entered into force on February 7.
