Why Ukrainians pay poorly for utilities

In 2017, the Ukrainians began to pay better for comrades than in 2016, the State Service of Statistics. So, if at the end of December 2016 g. the average payment on accounts was 83%, then by the end of December 2017 - already 88.1%. At the same time, some regions pay off debts of previous periods, while others, on the contrary, accumulate them, reports "Today". Experts say that the situation for the year slightly improved only through the payment of subsidies. Those who are not subsidized, or whose people did not register for some reason, continue to increase their debts.

As can be seen from the infographics, the best situation is with the payment of electricity, and it is stable from year to year - there are almost no debts for light. But with natural gas, which in private homes, especially in villages, many heat the housing, the situation is the most difficult - the level of payment in the country is only 80%. That is, every fifth cubic meter of gas is used "on the ball". For other services - heating, hot and cold water, garbage disposal - citizens are calculated at 94-96%. As the expert in the sphere of housing and communal services Andrei Nikonchuk explained to us, they are best paid for what is easiest to lose and vice versa. "Cutting the electric wire for non-payment is easy, and then connecting is difficult and expensive. In addition, we have a 100% account for electricity for a long time, so the level of payment is high, - says Nikonchuk.

"But the gas in the countryside is much more difficult to cut off, so the delays in payments". Yet, despite the fact that people began to pay more accurately, there was more debt. So, for example, for gas they in 2017 grew exactly twice - to 12.45 billion UAH. What, according to experts, says that the price of gas for the population is so overwhelming, so raising it will only increase the amount of debt and will require additional funds from the state budget for subsidies to the population.
