The Cabinet of Ministers issued a decree approving a new methodology allowing introducing incentive tariffs for oblenergos. The decision to amend the previous resolution of the National Commission implementing state regulation in the energy and utilities sectors was published in the newspaper "Uryadovy Courier" and came into force on January 10. The resolution lays in the so-called RAB-regulation the profitability for oblenergos at the level of 12.5% ??per annum on a new base (it is a question of investing in new assets) and also 12.5% ??of the annual return on the old base (available assets of companies). In fact, this means that oblenergos for which RAB regulation will be introduced will be able to additionally receive 12.5% ??of return on old assets that they have and new assets (everything that they will build after the introduction of the new regulation). The preliminary version of the resolution provided for 14.79% of the yield on the new base and 5% for the old base.

However, the previous version of the decree was not published by the government, and did not enter into force. The current version is published, entered into force, and NERC can already set new RAB-tariffs for oblenergos from the new quarter (from April 1, 2018). The decision to transfer certain oblenergos to incentive tariffs will be made by the National Commission in manual mode.
