Euro-5 and "euromanera": what deputies offer

Ukraine introduced the Euro 5 standard in 2016, as increasing environmental requirements is one of the terms of the Association Agreement with the EU. Deputies banned importing into the country new and supported cars that do not meet environmental requirements. Note that in European environmental standards there is nothing wrong: their goal is to reduce the amount of emissions from cars. However, the parliamentarians did not decide the question of importing cars into Ukraine as humanitarian aid, and the problem with transit carriers only worsened. So, the introduction of Euro-5 made it impossible to clear cars in Ukraine that were issued before 2010. This caused discontent among a part of the "springs" who bought the car abroad and were going to legalize it later. In European countries the older the car, the more expensive it costs its owner. The more the car emits harmful substances - the greater the transport tax and the more expensive insurance can be. In Ukraine there are no such rules. The transport tax was replaced in due time by a special excise duty added to the cost of each liter of fuel. Therefore, for those who have a car already, regardless of whether it corresponds to Euro-5 or not, the cost of its maintenance does not change. The last of the deputies' proposals is to allow the Ukrainians to register the first cars that meet the Euro-3 and Euro-4 standards for 10 years. The bill №7457 deputies have registered under New year. Also in the Parliament lies the bill number 5561, which proposes instead of environmental standards to introduce mandatory inspection when importing used cars. The authors of Bill 5470-d also suggest removing from the requirements for the importation of cars the presentation of a certificate of compliance with environmental standards. 3991 suggests not to apply the Euro-5 requirement to cars that are imported as humanitarian aid under the law "On Humanitarian Aid". In the explanatory note to the bill, MPs note that a number of countries are ready to transfer to Ukraine completely free of charge "ambulance" cars, special purpose cars for the Ministry of Internal Affairs and other modes of transport. But Ukrainian laws prohibit this.
