This clause is in the bill number 5184, which lies in the Rada. This should enable local governments to regulate the movement where there is a need. But the norm is not accepted and there is still confusion ", - says Vladimir Karavaev. Maximum of 50 km / h instead of 60 km / h in localities Effective January 1, 2018. Essence: the maximum speed of movement in settlements is reduced from 60 km / h to 50 km / h, in special places in cities - up to 30 km / h. Legislators proceeded from the considerations that in the event of a collision at a speed of 50 km / h, the severity of the damage caused is lower than at 60 km / h. The norm of "plus or minus 20 km / h" remained. "I have always criticized this position. We are going about the EU, but there they have been introduced this way after the road infrastructure was developed. We have not developed for these years. And so this rate is fraught with large congestion, assuming that everyone will start riding together 50 km / h. We have in each locality two categories of streets: in the center, where the speed of traffic is a maximum of 10-15 km / h, and there are main streets where there are no pedestrian crossings. On such limit the speed is very stupid. Therefore, the only hope for a reservation in the traffic rules is "yes, 50 km / h, if the order is not established by road owners". How much local authorities will work quickly, whether they will put the signs "80 km / h" or "90 km / h" - 2018 will show ", - Vladimir Karavaev believes.. The first rights are issued for two years. The norm came into force at the end of November 2017. Essence: if the driver receives the rights for the first time, then the validity of this document is 2 years, and during this period it is forbidden to travel faster than 70 km / h. At the end of this period, if the driver has not accumulated more than 2 road admins, a test for "permanent" rights is not necessary. If there are three or more administrative protocols on violation of traffic rules, you will have to pass theoretical and practical exams. "This is some kind of attempt to return to the coupons of warnings, as it was before. But I have a question - why does this not apply to drivers with longer experience, if they violate? So their knowledge, too, needs to be rechecked. The first - increased the fine (from 1020 to 1700 UAH) for parking on the ground for disabled people. This rule entered into force on October 26, 2017.
