In each locality, local authorities determine the maximum cost per square meter for housing. At the same time, the house or apartment must be in a new building. In 2017, the state allocated 30 million hryvnas for the program, in 2018 in the state budget it is laid 100 million hryvnia.

Also in Ukraine there is a program of concessional lending to housing for young people. Under the program, state loans can be received by Ukrainians under 35 years old for up to 30 years with an interest rate of up to 3%. However, the state still does not have enough money for this program. The last three years from the state budget did not allocate funds for lending to buying a home.
