Analytical Center "CASE Ukraine", which is engaged in the project "Tsini Power", released an online simulator of the country's budget. At the end of each year, the Ukrainian parliament adopts a draft state budget - in the first reading, the state budget for 2018 has already been adopted. In the online simulator, each user can try to distribute state money at his own discretion and to those industries that he considers important, and then "accept" the budget and see what happens. In each industry, not just the amount of money is given, but the specific cost structure. For example, from the general budget for medicine, you can make more money for other industries, if you reduce the salaries of medical personnel, cancel special medical institutions, surcharge for treatment and t. In education, you can influence salaries for professors, teachers, reduce the number of students who receive higher education, and t. Of course, the cost structure is greatly simplified in comparison with the current budget, but it gives a general idea that the allocation of budget funds is not such a simple task. The idea of ??such a project arose in the team "Tsini Power" for a long time.
"Somehow one of the politicians began to openly promise 500 euros of pensions already in the near future - for this, the budget of the pension fund was to double twice the entire GDP of the country. But this is understandable for experts, ordinary people need to explain this. Then the idea of ??an instrument arose where it is possible to check for real data on the possibility of raising pensions, salaries or selling other ideas that caress the voters' ears, "the company said.. In some cases, the user is encouraged to influence not only the numbers, but also the quality. For example, if you offer users to manage the costs of the government, it is clear that many will simply want to cut down salaries for officials and reduce their number. But this would not reflect the real state of affairs, so the simulator laid the quality of officials and their productivity to cope with the workflow, as well as the work of e-government. The simulator did not manage to realize military expenses. The team intended to give users the opportunity to choose the number of military equipment, the number of soldiers and other interesting details to form an ideal army.
But the necessary information was classified and military expenditures in the simulator - in a simplified version. Now in the simulator, you can only work with the expenditure part, but the team plans to add the revenue part. If, for example, a user wants to get more money into the budget, he will have to indicate how many taxes he is willing to pay.
