In the Kharkov region, the court found guilty of the ex-head of the Starovodolazh village council Viktor Hapchenko in official negligence, which led to the loss of budget funds amounting to 115 thousand hryvnia.

In the 2015 election, Gapchenko was elected as the rural head of the Starovolodzhsky Village Council, on behalf of which in April 2017 he entered into an agreement with the FOT Derevianko on current repair of lighting for 151 thousand hryvnia.

This transaction is not in the Prozorro system.

According to the court, the real cost of the completed construction works for the current repair of street lighting was only 36 thousand hryvnia. That almost by 116 thousand hryvnia is less than it was indicated in the acts of the executed works, which, without checking, was signed by Gapchenko.

The settlement head recognized the fault and has concluded the agreement with Office of Public Prosecutor.

The parties agreed that upon approval of the agreement, the accused will be sentenced to a fine of two hundred and fifty non-taxable minimum incomes of citizens, which amounts to 4,250 hryvnias, with deprivation of the right to hold posts related to the performance of organizational, administrative and administrative functions for a period of one year.

In addition, with Gapchenko in favor of the state recovered 28 600 hryvnia procedural costs, t. all Gapchenko will pay about 29% of the amount that the budget lost.

It should be noted that Gapchenko regularly ignored the law and did not publish data on purchases in the Prozorro system.
