The government of the CARs suggest that it was one of the groups in the "Selek" that organized the attack on Russians. In practice, there is a civil war. In 2014, a 10,000-strong grouping of UN peacekeeping forces MINUSCA. However, according to experts in the country, everyone is at war against all. When it became clear that the UN peacekeepers are of little use, the president of CAR, Tuader appealed to Russia.

In the CAR, Russian advisers appeared from the "PMC Wagner", about which journalists are supposed to want to make a film. However, the car with journalists was not traveling to the place of deployment of Russian military specialists.
