Residents of the Moscow Region Kubinki sound alarm. In their opinion, the Aeroclub of Veterans of Military Service (AVVS), based at the local military airfield, conducts illegal commercial activities and poses a threat to the population. They already shared their concerns with the Prosecutor General's Office of the Russian Federation in the person of the chief military prosecutor Valery Petrov, said "MK". The essence of the complaints is that the autonomous non-profit organization of additional vocational education (ANO DPO) AVVS uses for technology flights with expired certificates of airworthiness, in other words old and faulty. And since these flights are conducted in the densely populated suburbs, residents are constantly afraid that the plane will collapse on their head. Suspicions arose when it became clear that an aeroclub near the glorified aerobatic teams of the Russian Knights and Strizhy at the Kubinka airfield had settled this aeroclub. The request to the USRLE indicated that the "Aeroclub of Military Service Veterans" was registered two years ago, in November 2015. , the sole founder, he is the director of the ANO DPO, Alexander Gornov. He is a well-deserved military pilot of the Russian Federation, a reserve colonel, so the flight business knows perfectly well.. But there is also strangeness - before he was the founder and director of the air club "Aerograd Mozhaisk", which was based near the village of Shalikovo, Mozhaisk region, but was closed by order of the Federal Air Transport Agency because of incorrect aeronautical data that the organization provided to the Ministry of Transport. Settled in a new place, Gornov did not become more attentive to such mundane things as documentation, licenses, certificates of suitability. All the rules and instructions remained with him for a tick. This was confirmed by a private detective, who was hired by anxious residents of Kubinka and nearby villages. The specialist in the field of search entered the air club of the Air Force under the guise of dreaming about the thrill of the client. Calling on the phone on the site of the club, he signed up for a flight. And he was not asked about his health either immediately, or just before boarding the plane. Preflight briefing was also not available. But he was asked to sign a document in which the passenger beforehand removes any responsibility from the organizers of the flight for all emergency situations that have arisen as a result of the "suicidal attempt" or "gross negligence" of the client, as well as "acts of force majeure" and "any emergency". The detective notes that after the flight he was sent to the cashier, where, however, they did not write out the invoice for the services they provided, but offered to make a voluntary donation of 2000 rubles, issuing the corresponding form of the contract. Actually, this form of charging is specified on the website of the flying club. It even notes that the club can not engage in commercial activities, but carries out sightseeing flights, and voluntary contributions from customers are used to buy fuel, spare parts, staff salaries. Meanwhile, not everyone believed this explanation. Therefore, in the complaint, the prosecutor is asked to check the financial side of the club's work: "This is more like a tax evasion scheme that is used by a number of businessmen who are engaged in commercial activities within the framework of non-profit organizations," the letter says, a copy of which is available to "Utra". Appeal inquisitive inhabitants of Kubinka attention of military prosecutor's office and for another moment. The detector is catalyzed on an airplane of the Tsesna type with the onboard number RA-2740G. The check on the all-Russian airworthiness certificate database showed that the permission for flights of this aircraft operated until November 1, 2017. The flight of the same detective occurred on November 19, that is, there is a violation of the law, stated in the complaint. The authors of the letter, signed by about 100 people, report that ANO DPO AVVS has at least one other Zlin-142 aircraft with the serial No. RA-0982 G, whose airworthiness certificate expired in April 2017. It turns out, every time this plane went into the air, not only the life of the pilot was exposed to danger, but all the inhabitants of the Moscow suburbs, over whose heads he flew. As for passengers, whether they are tourists or future members of the club who want to learn how to fly, then their club has no right to lift to the sky, the letter says, since it requires a special license. Such a violation of the Russian legislation, coupled with the "disorderlyness of the organizers of flights" can lead to tragic consequences, residents of the Moscow region fear. They recall that only in 2016. On the territory of Russia there were about 30 aircraft accidents involving light-engine aircraft, which resulted in the death of more than 40 people. Meanwhile, the director of the ANO DPO "Aeroclub of veterans of military service" Alexander Gornov denied all the charges. In the comment "Utro" he said that this is not the first attempt to interfere with the work of the club.

However, all violations allegedly found in the work of the organization are not confirmed during the inspections. In particular, another commission from the prosecutor's office and from the Ministry of Defense worked in the club only in November - it did not reveal anything illegal. As for licenses and certificates of airworthiness, they are in order, in stock and can be provided on demand, stressed Gornov. Meanwhile, the complaint of the initiative group from the Moscow region was registered in the Main Military Prosecutor's Office.
