According to police, a group of citizens blocked the rostrum with a demand to give them the floor and dissolve the city council. At this time, the police received an anonymous message about the threat of an explosion, so law enforcers began evacuating people.

So, during clashes with police officers, one of those present lit a smoke bomb in the premises of the session hall. Also, another citizen who blocked the rostrum and committed hooliganism.
