In Dagestan, two men decided to earn a criminal way: they, threatening with firearms, kidnapped the Minister of Construction, Architecture and Housing and Communal Services. For the kidnapped minister a ransom of 100 million rubles was demanded.
During the negotiations, the amount was reduced to 70 million. At this time, the kidnapped person was chained to a radiator in one of the houses in Makhachkala. In hostages he spent about seven hours.
During the transfer of a part of the ransom of 30 million, the kidnappers were detained by officers of the Ministry of Internal Affairs, the FSB and Rosgvardia. The Minister was released.
The issue of choosing a preventive measure for kidnappers is being decided. Against them, a criminal case was initiated immediately under three articles of the Criminal Code of the Russian Federation - "Abduction of a person by an organized group", "Extortion committed by an organized group for the purpose of obtaining property in a particularly large amount" and "Illicit trafficking in weapons".
