On June 23, 2026, the Ministry of Defense of Ukraine announced the development of a systemic regulatory mechanism aimed at accelerating the development of the stolen military infrastructure for enterprises in the defense-industrial complex.

The new initiative transfers the receipt of non-budgetary resources, private investors, developers and development companies to the design and development of underground factories, as well as related surface technologies.

The main goal of the meta-reform is to guarantee the absolute protection of the Ukrainian defense pipeline from massive missile and drone attacks by the enemy, immediately removing the financial burden from the state budget.

Legal framework: change to Cabinet of Ministers Decree No. 1494.

The basis for the formation of a new segment of underground industrial non-rusting is a comprehensive change to Resolution of the Cabinet of Ministers of Ukraine No. 1494. The document is being dissected under the supervision of the intercessor of the Minister of Defense Ganny Gvozdyar and the main stage of interdepartmental negotiations has already passed.

Key regulatory innovations:.

Legislative status: a normatively defined concept of “underground facility of industrial infrastructure” and an expansion of the simplified regulatory regime on the associated surface facilities;

Expanded number of deputy officials: the status of deputy deputy is given not only to the defense industry enterprises, but also to private legal entities - development companies and investment funds;

Gnuchka transfer models: the deputy will be an object for power and cash received with the immediate transfer to the defense industry from power, a long-term lease or operational redemption.

According to Ganny Gvozdyar, such an approach would allow us to speed up the relocation and expansion of production lines without requiring additional funds from the state budget of Ukraine.

The receipt of capital from the civil sector and from investors is creating a new market niche - underground industrial infrastructure. Early consultations with representatives of the development business revealed a high level of interest among developers in the implementation of such infrastructure projects.

Formation of a regulatory framework for the “underground defense industry” is a strategically necessary time frame for the war on renaissance.
