Dynamo announced the situation with the limit on foreign players for the new UPL season.
General Director of Dynamo Kiev Dmytro Brief commented on the decision of the UAF to liberalize the limit on foreign players in the UPL, which allows clubs to immediately release on the field one foreign player and one citizen with a passport of the country.
" Dynamo does not propose to introduce new exchanges. We do not ask to change the number of legionnaires and do not oppose foreign football players. We have only one thing in mind - to preserve the orderly regulations that have been successful in Ukrainian football for many reasons..
Today's club has the right to immediately vikorize the same legionnaires on the field. So most of the starting football players could be foreigners. Therefore, any statements about the closed championship or discrimination against legionnaires simply do not demonstrate effectiveness.
Following these very rules, Ukrainian clubs competed in European cups, made transfers, developed academies and recruited generations of football players who today successfully play in the strongest national leagues.
Palkin about the limit of legionnaires in the UPL: Don’t burden us with the Radyansky Union It is enough to know Illya Zabarny, Vitaliy Mykolenko, Andriy Yarmolenko, Viktor Tsigankov, Vladislav Vanat, Oleksandr Zinchenko, Artem Dovbyk,. All the stinks grew in the system itself, where Ukrainian clubs were forced to trust the powerful leaders.
Regular diet is to blame for this.. This model has been bringing results for decades, helping clubs recruit international players and earn significant sums on transfers, which is no longer practiced today?
In my opinion, the best thing to do is to change the football law. The full-scale war has put Ukrainian football in unprecedented turmoil.
Thousands of Ukrainian children will be deprived of the country by persecution. FIFA rightly allowed them to continue their football development among clubs in other countries. However, it created a serious public outcry. A significant number of talented Ukrainian children today steal the colors of the academies of European clubs. Some of them already live beyond the cordon. Over time, many will reject the enormity of other powers and could potentially represent a no longer elected Ukraine. For Ukrainian football, this is not a theoretical risk, but a sum of reality.
Butkevich: It is necessary not to close the doors for legionnaires, but to open up opportunities for powerful recruits. At Dynamo, as in other rich clubs, we have seen the same in 2022. A large number of our Vietnamese were evacuated beyond the cordon. I decided to turn the part. Partly - no. A similar situation arose in other rich Ukrainian clubs. Also, today’s Ukrainian football must work as hard as possible so that talented children can enjoy their future in Ukraine. Let’s figure it out: by turning home, they’re taking away the chance to earn money in the UPL. This itself is one of the functions of the official limit. It does not guarantee the Ukrainian footballer a place in the main warehouse. It does not replace competition. It also encourages clubs to systematically work with their academies and give a chance to powerful students.
We are often told: “Don’t be afraid of competition”. Ale food is not at all the point. Competition is necessary for any professional athlete. The problem is different. A legionnaire can be requested practically from any part of the world. Requesting a football player for the Ukrainian national team is impossible. You need to get wet. Ukrainian clubs themselves bear responsibility for this responsibility.
There is still a feeling that is based on one court decision, which has long put a damper on this discussion. It's not true.
First of all, you should understand that the official limit itself regulates. It does not prevent clubs from entering into employment contracts with foreign players, does not limit their registration and does not reduce the right to play for the club. This also means the maximum number of legionnaires who can be on the field at one time during the match. Moreover, this exchange is content with the dead - seven of the eleven football players can be foreigners.
In another way, public discussions often seek to make decisions by the Court of the European Union in the case of the Russian citizen Simutenkov. Ale robiti from new ideas about the automatic illegality of any rules according to the mindset of the team - incorrect.
President of Kolos: Easing the limit on legionnaires - the way, apparently, is wicked and short-sighted. The European sports right has long emerged from the fact that the rules of sports must be assessed comprehensively - with the regulation of their mark,. The very assertion about the “obvious illegality” of the official Ukrainian law means significant simplifications of the complex legal diet.
In addition, such argumentation does not harm the fundamental normative context of the functioning of international football. The position of certain clubs is based on the selective definition of certain elements of EU law without addressing the underlying normative context of the functioning of international football.
The FIFA Regulations on the Status and Transfer of Footballers (RSTP) itself recognizes the establishment of a special legal regime for member states of the European Union and the European Economic Area, formed by the infusion of EU law and the practice of the Court. It is very low to put it directly in place of special rules or blame, which would be more difficult “within the territory of the EU/EEA”.
The most striking example is Article 19 of the RSTP regarding international transfers of minor football players.. FIFA's official rule prohibits international transfers of minors, but for clubs from the EU and EU countries a special clause has been established that allows the transfer of football players from 16 to 18 years between them. This blame for the problem itself would have secured the rights of the European Union to allow the freedom of transfer of workers and not be extended to Ukraine.
It's not the same butt. І in other provisions of the FIFA RSTP the vikoryst formulation “within the territory of the EU/EEA”, thereby establishing a separate legal regime for clubs of member states of the EU and EEA.
However, FIFA itself proceeds from the fact that the law of the European Union creates a special regime for regulating football legalities, which is not universal in nature and does not automatically extend to all national associations. Ukrainian clubs are not subject to the full complex of special rights, charges and mechanisms that RSTP transfers to clubs from EU countries and also to the European Union..
For such situations, it is legally unenforceable and the choice to establish in Ukraine is without the exception of the provisions of the rights of the European Union or the decision of the EU Court without immediately establishing any special legal regime, which is the right of the EU and the FIFA regulations establish for. This approach would be consistent with the principle of systemic corruption of the law and would create an obvious asymmetry: Ukrainian clubs would strive to comply with the restrictions characteristic of EU law, but would instead have to remove these rights and charges,.
Moreover, after Simutenkov’s reference to professional football in the countries of the European Union, there was no hope of any kind of regulation of teams. For example, in Spain today there is a sense of tension between football players who are not the main powers of the EU or EU. This is a different model, but the fact itself is to confirm that European law in itself does not include the possibility of establishing sports rules that stink of legitimate concern.
Yet another set-up, let’s not even talk about Yaku. The FIFA Regulations on the status and transfer of football players themselves provide a special legal regime for member states of the European Union and the European Economic Area. It is clear, for example, that the rules for international transfers of short-term football players, where for EU clubs there are special penalties in order not to get to Ukraine.
So FIFA knows: the EU powers are in a limited legal regime, which cannot be mechanically transferred to other countries. This itself cannot be attempted beyond the scope of the rights of the European Union, ignoring the entire system of sports regulation and the special status of Ukraine.
I respect the rights of the skin club and my legal position. Ale cannot be presented as an irrefutable fact. If the supply was so obvious, as one would like to imagine these days, supply naturally comes to the fore: why was there a lot of loss in the future, while the Ukrainian championships were held under these rules, transfers were made and the teams’ warehouses were stocked,?
In fact, today we are discussing not about those who are guilty of all the legionnaires on the field at the same time. We are talking about those who are the most important model for the development of Ukrainian football in the next ten years. It is our fault that Ukrainian clubs have started investing in the power academy? It’s our fault the Ukrainian boys continue their real journey to the first team? It is Ukraine’s responsibility, which has already lost a significant part of the young football generation through the war, to weaken one of the poor mechanisms that stimulates trust in the authorities.?
For Dynamo the answer is obvious. We will forever be deprived of security for the bright legionnaires. The history of our club includes dozens of prominent foreign football players who helped to make it in Ukraine and successfully represent our country in European tournaments. Therefore, this discussion was not and is not a debate “for” or “against” legionnaires. Vaughn about balance. About reliability. About the future of Ukrainian football.
We do not propose new boundaries. We are not against foreign football players. We also respect that the rule, which has largely contributed to the development of Ukrainian graves, has helped clubs invest in the Russian Academy and does not respect their competitiveness in the international arena, is not without fault.
Especially now, since Ukrainian football is going through a difficult period in its new history. And if every decision must be assessed not only from the perspective of the upcoming season, but also from the perspective of what Ukrainian football will be like in ten years. About this, in our opinion, today’s discussion is to blame,” the club’s press service said in Brief’s words.
Earlier, Shakhtar general director Sergei Palkin spoke out about the situation with the limit on foreign players for the new UPL season.
