According to Kozlovskaya, the availability of vacant housing in the community is not the main factor for the relocation of internally displaced persons. First of all, people focus on employment opportunities and economic prospects in a new locality.

The second most important factor is proximity to relatives or habitual region of residence.. This is why most IDPs try to stay close to their homes - in the Kharkov, Dnepropetrovsk, Zaporozhye and Poltava regions.

Availability of housing ranks only third among the criteria for choosing a new place of residence. According to statistics, 40% of internally displaced persons rent housing, 12% live with relatives, and only a few percent - about 70 thousand. people - use places of temporary residence.

In terms of the use of housing certificates for destroyed property, the leader is the Kharkov region, where 7,519 certificates were sold. Next come the Kyiv and Dnepropetrovsk regions, as well as the city of Kyiv. The certificate is valid for five years.

Construction of new housing.

A pilot project has now started with the participation of the European Investment Bank and the European Commission.

Among 25 applicant communities, five cities were selected based on the criterion of financial viability: Zhytomyr, Kremenchug, Kropyvnytskyi, Nikolaev and Lviv. Construction will be financed through loans and grants. Financial calculations are currently ongoing, after which the development of project documentation will begin.

They plan to build housing for residents of Mariupol in Bila Tserkva. The Mariupol City Council is already developing design documentation for the construction of two houses with 1,500 apartments. The community provided the land for free.

Housing will remain in the municipal property of Mariupol and will be provided for rent. Rental costs will not exceed 30% of family income. Privatization of such housing is not provided. The first apartments are planned to be put into operation in 2027.

The e-Renewal program, financed by the World Bank and the Council of Europe Development Bank, provides for the payment of compensation for damaged property and the provision of housing certificates for destroyed housing.

Most certificates were used in the Kharkov region - 7519. Next come the Kyiv region, Dnepropetrovsk region and Kyiv. For comparison, only 338 certificates were sold in Transcarpathia. Their validity period is five years.

Recently, the third direction of the program was launched - housing vouchers for high school students from temporarily occupied territories for the purchase of housing. Now they can be used by combatants and people with disabilities due to war.

According to Kozlovskaya, 40 thousand were submitted. applications, 31.5 thousand agreed. , and more than 1,100 citizens have already purchased housing.

Main problems.

The first problem remains the absence or irrelevance of documents for housing. Automatic verification of ownership through the Register of Damaged Property is impossible if the housing is not privatized or information about it is not included in the State Register of Real Estate Rights. Therefore, the Ministry of Development urges citizens to update the relevant data through TsNAPs.

The second problem is the slow work of the commissions that check damaged objects. Due to the large number of applications, they do not have time to process them quickly and require additional reinforcement.

The third problem concerns objects destroyed in areas of active hostilities. In such cases, commissions are often unable to physically inspect the property.

To solve this problem, bill No. 11444 has been registered in the Verkhovna Rada, which will allow local governments to recognize certain territories as completely destroyed based on the nature and scale of destruction.
