The International Loss Register announced the opening of a new category A1. This category covers everyone who was forced to leave Ukraine starting February 24, 2022. In order to receive compensation, citizens can submit applications through the Diya portal. This was reported by the Ministry of Foreign Affairs of Ukraine (MFA).

It is noted that the applications that will be submitted will be submitted for consideration to the future Compensation Commission, the creation of which became possible thanks to the signing of the Convention.

Submitting an application is possible exclusively through the Diya portal, which simplifies the process for internally displaced persons.

There are currently 14 other categories available in the Register for filing applications for compensation.

It was reported that in December 2025, the Minister of Foreign Affairs of Ukraine Andriy Sibiga signed the Convention on the Establishment of an International Compensation Commission for Ukraine. This document was signed by 35 states and the European Union within the framework of the institutional system of the Council of Europe, which indicates international support for Ukraine in resolving issues of compensation for damage caused as a result of the war.
