In Krivoy Rog, a 14-year-old boy was placed in a children's institution after his father was mobilized by the TCC, because the man did not formalize the fact that he was raising a child on his own, said Dmitry Lubinets, Commissioner for Human Rights of the Verkhovna Rada of Ukraine.
On February 17, the Krivoy Rog publication “Svoi” reported that the guy himself turned to the police when his father did not return home and stopped communicating after he went to the Territorial Acquisition Center to update his data. Moreover, the father was the only relative of the child in the city, since the mother left the family and went abroad.

Lubinets said that the representative of the Commissioner in the Dnipropetrovsk region, Alexey Urlatkin, confirmed that the child was temporarily placed in the Center for Social and Psychological Rehabilitation of Children in Krivoy Rog.
“His father, who has actually been raising his son on his own since 2022 (the mother is abroad), was mobilized after a visit to the TCC. However, the fact of sole upbringing was not legally formalized. Back in 2023, the Children's Service repeatedly recommended submitting and completing the necessary documents, but the father did not do this. This is what led to the current situation,” he pointed out the legal reason for the current story..
The Commissioner noted that this case is not isolated in the country and similar stories of mobilization of parents or guardians due to improperly executed documents happened in different areas.
“The situation showed a simple but very important thing: if a child is actually raised by one of the parents, this must be legally formalized. Otherwise, the state does not see the real picture and cannot fully protect either the child or the adult.. In wartime, this can have serious consequences,” he wrote and called on single parents to be sure to get their documents in order to protect their own children.
Let us note that according to the legislation of Ukraine, the father can confirm the independent upbringing of the child without depriving the mother of parental rights, however, the fact of independent upbringing and full maintenance of the child must be confirmed by the court.
